Background

The concept of community service or public benefit work, under the purview of Thailand's Department of Probation, Ministry of Justice, originated as a measure to rehabilitate offenders within the community under probation conditions. Courts or probation officers mandate that individuals on probation perform unpaid work or activities that benefit society, the community, or public charities. This measure was first enshrined in law in 1989. Subsequently, in 2002, community service was introduced as an alternative sanction for offenders unable to pay their fines. In the same year, it was also implemented in conjunction with other suitable interventions to help drug addicts in rehabilitation live drug-free lives. Furthermore, there's a growing trend towards using community service as an alternative to imprisonment in the future.
